Heat the oil in a large skillet and sauté the shallots and garlic for 2 to 3 minutes. Add the peppers and sauté another 2 minutes. Add all ingredients except the lentils, garbanzo beans and buns. Mix to thoroughly combine. Simmer for 7 to 10 minutes, stirring occasionally. Add the lentils and garbanzos to the sauce, mix and cook another 10 minutes. Spoon the mix onto the buns and serve.
